Stakeholders in Edo State Wednesday, finalised the formulation of Monitoring and Evaluation (M and E) plan for the operationalisation of the draft Edo State Integrity and Accountability Strategy (EDSIAS).

The stakeholders comprising representatives of Civil Society Organisations (CSOs), Edo State government Ministries, Departments and Agencies (MDAs) and the media, met at a workshop organised by the state Ministry of Justice and the Rule of Law and Anti-corruption (RoLAC) programme in Edo State between Monday 17th and Wednesday 19th May to develop instruments for monitoring and evaluation of the EDSIAS.

The Edo State Integrity and Accountability Strategy (EDSIAS) is the Edo State version of the National Anti-corruption Strategy. The strategic objectives of the EDSIAS are Prevention, Public Enlightenment, Ethical Re-orientation, Enforcement and Sanctions; Assets Recovery and Management and Ease of Doing Business.

The development of an anti-corruption strategy which is now the Edo State Integrity and Accountability Strategy (EDSIAS) is in fulfilment of one of the Open Governance Partnership (OGP) commitments which the Edo State government signed into in 2018.

In her opening remarks, the Lead Consultant to RoLAC, Dr. Ada Chidi- Igbokwe, thanked the stakeholders who are the members of the Technical Working Group for the development of EDSIAS for their committment thus far in the development of the strategy, noting that their names will be written in gold when the document comes into operation in the state.

While enumarating the objectives of the workshop, Dr. Chidi-Igbokwe listed the processes the development of EDSIAS has passed through, noting that "this is Monitoring and Evaluation workshop for the development of EDSIAS Monitoring and Evaluation framework. We are now putting monitoring mechanisms in place to monitor the implementation of EDSIAS.

"Recall that for the past two years, since 2019, Edo State has been working on Integrity and Accountability Strategy and the strategy has been completed; it has been validated and an action plan has been developed to operationalise the strategy.
"So, this workshop is to now put monitoring criteria in place that will enable the Monitoring and Evaluation Committee or anybody, whether it's an external evaluator or an independent assessor who comes to find out what is happening in the area of the implementation of this strategy, what will enable them to do their work.
"We believe at the end of this workshop we're coming out with a monitoring and evaluation framework for Edo State Integrity and Accountability Strategy," she noted.

After extensive brainstorming and   deliberations, the participants developed a monitoring and evaluation framework in all the six strategic objectives of the Edo State Integrity and Accountability Strategy. The draft will be subjected to validation on Friday by stakeholders, including Permanent Secretaries and heads of Departments and Agencies, CSOs and media.
